1. 2. Establishing friendly communication and keeping in contact with overseas Chinese and compatriots from Hong Kong and Macau as well as their organization; strengthening ties with new immigrants; undertaking the nomination and qualification verification of honorary citizens (for overseas Chinese and compatriots from Hong Kong and Macau) and keeping contact with honorary citizens.
3. Verifying, administering and supervising the donations from overseas Chinese and compatriots from Hong Kong and Macau; undertaking the verification of settlement in China for returned overseas Chinese and Chinese who are of foreign origins; and providing relief for returned overseas Chinese as well as for their families.
4. Administering the introduction of capital, intelligence and technology from overseas Chinese and compatriots from Hong Kong and Macau; keeping in contact with overseas economic organs and overseas Chinese professionals and promoting economic cooperation and communication on scientific information with them.
5. Implementing guidelines and policies of the Party and the state on foreign publicity; keeping in touch with overseas Chinese media, cultural organizations and overseas Chinese schools; and undertaking publicity, cultural communication and education of Chinese for overseas Chinese.
6. Protecting legal rights and interests of overseas Chinese, compatriots from Hong Kong and Macau, returned overseas Chinese and their families; and coordinating relevant adjustments and carrying out affairs about returned overseas Chinese and their families.
7. Carrying out work on Taiwan compatriots affairs under the guidance of Taiwan policies of the central, provincial and municipal governments.
8. Coordinating and instructing the farm work of overseas Chinese; giving proper social placement for representatives of returned overseas Chinese and their families with departments concerned and giving instruction and support to returned overseas Chinese and their families in starting businesses.
9. Giving guidance on overseas Chinese affairs to districts and county-level cities; instructing and coordinating the routine of Guangzhou Overseas Communication Association; leading affiliated public institutions; and giving instructions to overseas Chinese commercial associations so that they can run business in accordance with management rules of the sector.
